If the Land Category Is 'Farmland,' You Can't Just Build
Land registered with a farmland land category is protected under the Farmland Act. Even if you own it, using it for anything other than farming requires the state's authorization — a farmland conversion permit. The structure mirrors mountain-use conversion for forest land: farmland conversion → development activity permit → building permit, and only after completion does the land category change to a building site.
The first fork is the farmland classification. Farmland within an agricultural promotion zone (formerly "absolute farmland") is, in principle, barred from residential conversion. Farmland outside such zones can be converted for single-family housing under certain conditions. A single zone boundary can determine the fate of otherwise similar plots, making this the first thing to check before purchase.
Forest Land or Farmland — Which Is Better?
We're often asked to compare forest land and farmland as country-house sites. The structures are similar, but the cost profile differs. Forest land carries the physical gate of slope and heavy civil works cost, while farmland is flat (low civil cost) but the levy and promotion-zone restrictions become the variable. Either way, without an access road, nothing starts. Compare using total project cost — conversion levy + civil works + permitting timeline — rather than land price alone.
