"I just want a farm shed on my field to rest on weekends." Rural-living demand has driven farm shed searches through the roof, and misunderstandings have grown right along with it. A farm shed is a facility with a gross floor area of 20㎡ or less, intended to support farm work. Storing materials, housing farm equipment, and brief rest are within scope — permanent residence is not.
Farm sheds, along with container storage and greenhouse-attached facilities, are installed not through a full building permit but through a temporary structure report. The procedure is simpler, but conditions apply: a fixed retention period (typically 3 years, renewable), structural and use restrictions, and if you miss the extension filing before expiry, it becomes an unauthorized structure on the spot.
The Overnight-Stay Gap Just Closed — Rural Stay-Type Shelters
"Can't I just stay overnight in the farm shed?" — a question we could only ever answer "no" to, until now. Starting January 2025, the Ministry of Agriculture, Food and Rural Affairs introduced the rural stay-type shelter, a separate category of temporary structure that legally permits overnight stay and cooking. It allows up to 33㎡ (about 10 pyeong) and can remain in place for an initial 3 years, extendable up to 12 years total.
The freedom comes with more conditions than a farm shed. It may only be installed on farmland you personally own (not leased land), sites in disaster-risk zones are excluded, and permitting overnight stay does not extend to residence registration. After installation, it must be recorded on the farmland ledger, and missing that filing is subject to a fine. The procedure itself remains a temporary structure report, but a new layer of ongoing compliance comes with it.
For those who felt a farm shed was too little and a full house too much of a commitment, the stay-type shelter is a realistic middle ground. Since the system is still new, local processing and documentation can vary by jurisdiction, so confirming current standards with the relevant authority before installation is advisable.
Where Does Modular Housing Fit — An Industry on the Boundary Line
Modular (prefab) housing sits right on this boundary. Because units are manufactured off-site and transported, we're often asked, "Can't this just be reported like a temporary structure?" The answer is clear: the moment it is settled for residential use, it is a building under the Building Act, requiring a building permit or report along with site requirements (land category, road access, septic, etc.). An innovative construction method does not change the permitting framework.

On farmland, a shed may be possible while a house requires farmland conversion first, and if there's no access road, the road access issue must be resolved first. "Just put it there and see" is the most expensive approach — unreported installations, once caught, are subject to repeated enforcement penalties.
